On August 20 in Berlin, experts from the Normandy Four met to discuss certain legal aspects of the constitutional reform in Ukraine.
Russia’s representatives gave specific examples to illustrate that Kiev’s actions regarding the constitutional reform and local election in Donbass do not comply with the letter and the spirit of the action plan to implement the February 12, 2015 Minsk agreements. First of all, Ukrainian officials are stubbornly refusing to engage in a direct dialogue on these issues with representatives of Donetsk and Lugansk, which makes it impossible to implement the political provisions of the Minsk agreements.
Surprisingly, Kiev rushed to interpret the outcome of the meeting as the German and French experts’ support for Ukraine’s position. This is not the case. The flaws in Ukraine’s arguments are obvious.
We expect that the Normandy format dialogue will ensure proper fulfillment of the Minsk action plan, which is the basis for the resolution of the escalating Ukrainian crisis, and will assist in every possible way targeted efforts undertaken within the existing formats of interaction, including the Contact Group and its working groups.
