Comment by the MFA Information and Press Department on Foreign Minister Sergey Lavrov's visit to Ethiopia

   On 17 September Foreign Minister Sergey Lavrov will pay a working visit to the Federal Democratic Republic of Ethiopia. He will hold talks with Prime Minister Hailemariam Desalegn and his Ethiopian counterpart Tedros Adhanom in Addis Ababa.

   The sides will pay special attention to discussing the development of mutually beneficial and multifaceted relations between Russia and Ethiopia, our long-time partner in Africa. Among the issues to be discussed is also trade, economic and investment cooperation, in particular, the implementation of major joint projects on energy, hydrocarbon production, agriculture and transport infrastructure in Ethiopia, and assistance in the training of Ethiopian personnel. The sides will also review further steps on improving the bilateral contractual and legal foundation.

   They will also focus on key international issues, the situation in different African regions and the prevention and resolution of crises.

   In Addis Ababa, Mr Lavrov will also meet with Chairperson of the African Union Commission, Nkosazana Dlamini Zuma. They will discuss ways of promoting cooperation between Russia and the Union, in particular, on urgent international and regional issues. The sides will exchange views on the situation in Africa’s hot spots, primarily Mali, the Saharan-Sahel region, the Democratic Republic of the Congo, the African Great Lakes, and Somalia.

   The sides will sign a memorandum of mutual understanding on the mechanism of political consultations between the Russian Foreign Ministry and the African Union Commission. They will also concentrate on discussing prospects of Russian-African trade and economic cooperation, with an emphasis on creating favourable conditions for investment activities of Russian companies.

   We had a very important meeting with the Prime Minister of Ethiopia Hailemariam Desalegn. And together with my colleague and friend, the Foreign Minister of  Ethiopia Tedros Adhanom, we presented the ideas for further developing our bilateral relationship and our cooperation on international issues.

   On the bilateral front the Intergovernmental Commission on Economic, Trade and Scientific Cooperation is working well. They met last July, and agreed on quite a number of important directions where they will be following up together with quite a number of Russian and Ethiopian economic partners, including sectors of energy, mineral recourses and others. We also agreed that the draft agreements should be expedited on investment protection and some other things, including on issues related to military technical cooperation, which is a very important element of Russian-Ethiopian partnership.

   We also reiterated our intend to act together on international issues on resolving conflicts by peaceful means, avoiding unilateral actions, especially the unilateral use of force. We strongly support the African Union leadership on the efforts to resolve conflicts in Africa. We appreciate a very big and active role of Ethiopia in promoting peacekeeping and peacemaking efforts in the Horn of Africa and in other parts of the continent..

It is my honor and privilege to hold you the instructions from my President of The Russian Federation V.V.Putin and to hand over the Order of Friendship of Russian Federation to Ambassador S.Chergui as a recognition of his service as Ambassador of Algeria in Moscow for many years during which he contributed a lot not only to promote Russian-Algerian partnership, but also to promote cooperation between Russia and Ethiopia. This is my privilege to invite Ambassador S.Chergui for this ceremony

I’m very pleased with the promising talks we had on bilateral issues in the Ethiopian capital, Addis-Ababa, with Prime Minister Hailemariam Desalegn and Foreign Minister Tedros Adhanom as well as with the talks at the African Union headquarters with the Chairperson of the AU Commission Nkosazana Dlamini-Zuma.

Relations between Russia and the African Union are based on decades of friendship, mutual respect and solidarity. Russia supported the liberation of the African countries from their colonial dependence, rendered them practical assistance in building their states and strengthening their sovereignty at a time when this was not popular with many Western politicians. Today these long-standing traditions of friendship and solidarity form the basis of our relations and our very impressive plans.

We completely agree with our African friends that the key issue today is ensuring that the African states have sound economies. Russia and Russian companies, both state-owned and private, see African countries as reliable and highly promising partners in mutually beneficial projects. Cooperative projects, including the peaceful use of nuclear energy, are increasing in number. Russia’s cooperation with Algeria, the RSA and some other African countries envisage such plans. There are also plans in other energy fields, for example in hydroelectric power and the development of the continent’s infrastructure, something Chairperson Dlamini-Zuma was speaking about today. We have very rich traditions in humanitarian activities, in education, science and culture. Today Ms Chairperson expressed an interest in giving higher priority to scientific-technical cooperation between Russia and the African states. We are willing to do this and we will do this.
